Soon Weisensee, who moved with his wife to the 56-slip gated moorage nine years ago, had serious problems to contend with.
His worries turned from how to rid the moorage of dog manure to how to push out prostitutes, pimps and drug dealers — crimes he never dreamed of having to confront when he moved from West Linn to the pristine, floating home community.

TIGARD — A sex-for-marijuana Internet sting by the Tigard Police Department is over because the Washington County district attorney’s office stopped prosecuting the prostitution arrests.
In late 2008 or early 2009, Tigard officers began posting online advertisements on Craigslist, posing as women willing to have sex in exchange for pot. Police Chief William Dickinson, said Wednesday that police arrested about 40 people during the sting but stopped in June because a top prosecutor declined to pursue several cases and told them to change their tactics.

On the east end of the Burnside Bridge, a new intersection will curve through a vacant city-owned parcel, connecting Couch to the bridge and opening up redevelopment potential to the bridgehead blocks.
In the sterile world of traffic planners, the stoplights will simply move traffic along Burnside and Couch at 15 mph while giving pedestrians safe opportunities to cross Burnside.
But they will help the up-and-coming district of trendy restaurants, vintage clothing shops and cafes on Burnside to prosper and invite investment along Couch, which is home to more light industrial businesses, city officials say.
“This is really critical to the future of this area,” said Bruce Warner, who heads the Portland Development Commission.
Business leaders said the project will bring long-welcome changes to the district that was once known for its seedy characters, drug dealers and prostitutes. Much of that element has fallen away as small businesses have taken hold in the older buildings and newer projects have crept in.

Carla Gugino talked to the Dish Rag today about accepting a check for one of her favorite charities, Inner-City Arts, from the Hollywood Foreign Press Assn. during its annual installation luncheon.

Portland police initially had no leads. Samuel Raymond Carpenter, who called 9-1-1 about 2 a.m. Feb. 13, told police he had found a body in the parking lot at Southeast Ninth Avenue and Morrison Street. He said he didn’t know the dead man and hadn’t seen the vehicle that hit him.
Immediately after talking to police, however, Carpenter called Harris and met him at the Damascus Safeway to reassure his friend he hadn’t told on him. Carpenter had been drinking with both the victim and the driver that night, despite what he told police.
The two fled to Spokane.
Prosecutors say the case would have ended there if not for a dogged investigation. Police reviewed the surveillance videos from Sassy’s, a nearby bar and strip club. They saw the victim with the 9-1-1 caller and a third man whom they would later learn was Harris. Officer Christopher Johnson also talked to the victim’s friends and learned that the Southeast Portland man had planned to go out with Harris that night.
